Development as Freedom argues that development should not be measured only by national income, industrial output or economic growth. Amartya Sen defines genuine development as the expansion of people’s real freedoms and capabilities-their ability to live healthy lives, obtain education, participate in society, earn livelihoods and make meaningful choices. Poverty is therefore not merely a shortage of money; it is a deprivation of opportunities. Political rights, healthcare, education, social security, transparent institutions and access to markets are both goals of development and instruments for achieving further progress.

  1. Development means expanding freedom: A developed society enables people to choose and pursue lives they have reason to value.
  1. Income is a means, not the final goal: Money is important because it can increase opportunities, but income alone does not guarantee well-being.
  1. Poverty is capability deprivation: A person may be poor when unable to obtain nutrition, education, healthcare, security or social participation.
  1. Political freedom supports development: Voting rights, public debate and a free press allow citizens to demand accountability.
  1. Economic facilities expand choices: Access to employment, credit, markets and property enables people to improve their circumstances.
  1. Social opportunities are essential: Education and healthcare strengthen both personal freedom and economic productivity.
  1. Transparency prevents exploitation: Open information and trustworthy institutions reduce corruption and unfair dealing.
  1. Protective security prevents extreme suffering: Social assistance, unemployment support and disaster relief protect people during crises.
  1. People are agents, not passive recipients: Development policies should enable citizens to shape their own lives rather than merely receive benefits.
  1. Important quotation: “Development can be seen… as a process of expanding the real freedoms that people enjoy.”
