What counts as a written attempt?
A chance is consumed if you actually appeared in one or more papers of the CSS written competitive examination, even if you submitted a blank answer book or sheet or were subsequently rejected. MPT registration, appearance, failure, or a passed MPT without appearing in a written paper does not consume one of the three written chances.
